China, Russia collaborate to explore safe military use of AI

China and Russia are collaborating to explore the safe military use of artificial intelligence (AI), putting them at the forefront of a global race involving multiple nations. Both countries are currently exchanging ideas and comparing assessments on military applications of AI focused on safety and within the framework of international best practices. Ethical implications and the impact of existing international conventions on deploying AI for military purposes were also discussed.

Chinese and Russian negotiators affirmed their commitment to adhere to the guidelines of the Group of Governmental Experts (GGE) on Lethal Autonomous Weapons Systems (LAWS), which is part of the Convention on Inhumane Weapons. The goal is for both nations to align their local AI regulations and develop a common approach to incorporating AI technology in their respective armed forces.

While both countries acknowledge the risks associated with AI systems, China has taken a firm stance against AI-based autonomous weapons systems, whereas Russia and the US are increasing their investments in this field. Nevertheless, China and Russia share common ground when it comes to the responsible and cautious deployment and integration of AI with other technologies for military purposes.

In an effort to expand their reach, China and Russia are open to involving more nations in their Global AI Governance Initiative. However, current geopolitical issues may hinder the negotiation process.

The United Nations (UN) Security Council has likened the risks posed by AI to nuclear warheads and called for proper regulations to be put in place. The UN has warned against AI misuse, which could potentially spark regional conflicts through the use of deepfakes and misinformation. Despite these warnings, several countries, including Russia, China, the United Kingdom, the United Arab Emirates, and Saudi Arabia, are actively enhancing their GPU supplies in the race for AI dominance.
