CENTRAL BANK OF RUSSIA: Digital ruble will not be used as a means of accumulation

First Deputy Chairman of the Central Bank of Russia Olga Skorobogatova explained that the digital ruble will only be used as a means of payment, not savings.

“Why do we believe that we should not consider the digital ruble as a means of accumulation, for deposits? Because in this case we will be forced to conduct a credit policy, because loans and deposits are linked,” Skorobogatova said at the opening of the Finopolis 2023 case championships.

The Central Bank says the bank is only responsible for infrastructure solutions, i.e. creating platforms for digital currency.

“So no, we do not plan to use the digital ruble as a means of accumulation. We don’t see a need for that because the current system has already proven itself,” she said.

Skorobogatova argues that Russian banks are doing a good job, so people in Russia can keep money in them.

“Our commercial banks, the financial system in general is very stable. And the fact that we went through so many crises just showed that when we were engaged in the recovery of the banking system a few years ago, it gave results. Not a single bank has fallen, not a single bank has closed, despite all the sanctions,” she added.

Anatoly Aksakov, chairman of the State Duma committee on financial markets, said recently that his committee is actively working on a law on the digital ruble. In May, Aksakov said that the law on the digital ruble will be adopted in June. It was originally planned to adopt the document in April.<br
