Anatoly Aksakov: Children will not be able to spend a digital ruble on entertainment

The chairman of the State Duma’s Financial Markets Committee said that minors will not be able to take possession of their parents’ digital rubles and buy whatever they want.

“For example, you give money to a child who is going to school, but stipulate that the money can only be spent on breakfast, books or textbooks, but in no other way. Accordingly, no matter how great would be the desire of the user of digital rubles to misuse them, it will be impossible to do so. That is, it will be prescribed the intended use of the money allocated by parents to the child,” Anatoly Aksakov said.

The deputy claims that the authorities will provide a full guarantee of the safety of the funds and that they will definitely reach the addressee;

“The idea with the so-called smart contract will be implemented: when you use the money, determining in advance what it can be used for,” said the MP.

Aksakov reminded that the law prohibits taking loans in digital rubles. 

“Since the digital ruble rotates in the Central Bank’s information system, it should not serve to earn interest or economic turnover. That’s why the decision was made in principle to limit the. The business of a state institution is not to make money, but to ensure the safety and effective circulation of money,” said the committee chairman.

Earlier, the State Duma immediately in the second and final third reading passed a bill on the introduction of the digital ruble in the banking system. The CBR, which is assigned the status of the CBDC platform operator, now has the right to refuse any commercial bank to conduct a transaction if it realizes that the transaction is being conducted without the client’s consent;

Meanwhile, Dmitry Ibragimov, deputy head of the Bank of Russia’s security department, has promised not to set up a “digital concentration camp” with the introduction of a state digital currency.
