According to her, the digital ruble is primarily a means for payments and transfers. This is not a means of savings – the Bank of Russia will not charge interest on the balance of digital rubles in purses and issue loans in digital rubles. Skorobogatova added that the digital ruble is a commitment of the Bank of Russia.
“It is important to note that the digital ruble is not a cryptocurrency or stabelcoin, where either there is no issuer or it is not clear who it is,” she said.
Skorobogatova noted that as soon as the law on the digital ruble is passed, the authorities will start trial operations with real digital rubles with 13 banks that have passed all technical stages of preparation.
“Let me remind you that we are implementing a retail model. Namely, the customer will be able to open a wallet in digital rubles through a mobile application of any of its banks and initiate transfers there, and the Central Bank, receiving these requests, will conduct operations on its platform,” she said.
Anatoly Aksakov, chairman of the State Duma Committee on Financial Markets, said recently that his committee is actively working on the law on the digital ruble. In May, Aksakov said that the law on the digital ruble will be adopted in June. It was originally planned to adopt the document in April.<br
